Assistant Chief Frank Borden (retired) was in charge of much of the department's resources that day, but he had also spent the decade prior to the Northridge Quake creating a new citizen volunteer responder corps he named CERT. On January 17, 1994, Borden watched his CERT volunteers serve a critical function in the shaken city.
